Seit 2016 unterstützt die Organisation Touchpoints Migranten in der Unternehmensgründung, darunter viele Personen mit anerkanntem Flüchtlingsstatus. Dass eine Unternehmensgründung in Luxemburg kein Zuckerschlecken ist, das überrascht wohl niemanden. Flüchtlinge stehen hierzulande aber vor speziellen Herausforderungen, mit denen kein Einheimischer je zu tun haben würde. Fabienne Colling, Leiterin von Touchpoints findet, dass es an der Zeit ist, einige Praktiken in Frage zu stellen.

„Viele der Einwanderer, die sich an uns wenden, waren bereits in ihrem Herkunftsland lange Zeit selbstständig, haben teilweise Mitarbeiter beschäftigt und Familienbetriebe geleitet. Andere schaffen es nicht, aufgrund der Erwartungen in puncto Sprachenkenntnisse und Diplome, auf dem luxemburgischen Arbeitsmarkt Fuß zu fassen und suchen nach Alternativen, um der Untätigkeit zu entfliehen.

Die Arbeitsmarktintegration von Flüchtlingen ist eine gigantische Herausforderung. Manche Flüchtlinge nehmen ihr Schicksal daher selbst in die Hand und gründen eigene Unternehmen. Aber der Weg dorthin ist steinig, die finanziellen und bürokratischen Hürden sind hoch. Die Vereinigung "Touchpoints" unterstützt Personen mit anerkanntem internationalen Schutzstatus bei der Gründung einer Firma. Die Präsidentin und Direktorin Fabienne Colling erklärt, was Migranten in die Selbstständigkeit treibt.

Fondée en août 2016 dans le but d'informer, de former et de soutenir les réfugiés souhaitant se mettre à leur compte au Luxembourg, Touchpoints asbl crée des points de rencontres entre les populations du Grand-Duché de Luxembourg et ses nouveaux arrivants afin de favoriser le vivre ensemble et de consolider ces expériences sur le long terme.

Actuellement, l'association emploie quatre personnes (dont 1 demandeur d'asile) qui concentrent leurs efforts sur les leviers influant la vie active de personnes au parcours migratoire chahuté, que ce soit au niveau de l'entrepreneuriat ou de l'emploi.

For the 10th consecutive year, the etika association has rewarded innovative Luxembourg initiatives in the field of social and environmental added value.

As every year, etika has rewarded two winners in two categories. The first category rewards an association which has been the subject of a a bank loan from BCEE (Spuerkeess) accompanied by an interest subsidy from etika and the second category rewards independent projects. On Thursday 14 November 2019, Luxembourg's Minister of Consumer Protection, Paulette Lenert, awarded prizes worth €2,000. Françoise Thoma, Director General of BCEE, was also present at the award ceremony.

On Thursday, November 21st, our organization was granted the 3rd price at the 2019 ING Solidarity Awards in the category "Integration". It feels nice to be recognised and rewarded, but it feels even better to see migrants creating employment for themselves and others!

InFiNe.lu members gathered last Friday to learn more about migrant entrepreneurship in Luxembourg and more specifically about the support provided by TouchPoints Asbl, and its collaboration with microlux. Fabienne Colling, cofounder and manager of TouchPoints Asbl, Samuel Paulus, senior manager microlux, and Ahmad Dablad, Syrian entrepreneur founder of “we-go” washing, a car cleaning services at home, talked about the experience of setting up a business as a migrant in Luxembourg.

Since 2016, TouchPoints Asbl has developed the project “sleeves up” that enables Luxembourg’s newcomers to transform their talents into a means of self-employment through training courses, and individualized mentoring. The project taps into Luxembourg’s myriad institutions, associations, and training programs to furnish them with the means to launch their own projects. The trainings prepare the participants for creating their own businesses. Ahmad Dablat received the support of TouchPoints to create his business.

The speakers pointed out the difficulties that newcomers face when they want to set up a business in Luxembourg. In addition of discovering a new business culture, a lot of papers are requested by the administration to get the business permit; and sometimes the new entrepreneur coming from abroad does not have such papers. For some business, a specific degree is requested or to prove a minimum number of years of experience in the sector.

After the business permit is received then appears the question of funding. Opening a bank account for migrants is not easy and it is even more complicated to get financial support from traditional banks. Therefore, a lot of migrants use their own savings or their network to get financial support. An alternative to banks is microlux, the first microfinance institution in Luxembourg.

The journey towards entrepreneurship is not an easy one for migrants and refugees in Luxembourg. But once established, the feeling of pride and accomplishment is present.

University access for asylum seekers and refugees leaves something to be desired in Luxembourg . For job seeker refugees, there are more measures compared, but they often do not work out in practice. Fabienne Colling (president and director of Touchpoints) and Martine Neyen (project manager at Touchpoints) see a need for action.

"People without a university degree often do not even have the opportunity to find suitable occupations," regrets Fabienne Colling.

woxx: How easy is the career entry for refugees and asylum seekers in Luxembourg?

Fabienne Colling: There are certainly measures to get those affected into work. Only the corresponding steps do not run smoothly in practice. L'asbl Touchpoints, fondée en août 2016, vise à créer des points de rencontre entre immigrées sur le territoire du Grand-Duché de Luxembourg, afin de favoriser le vivre ensemble et le construire ensemble sur le long terme. Les réfugiés arrivés après la crise migratoire de 2016 commencent à s’insérer sur le marché du travail grand-ducal. Face à des incompréhensions réciproques, le projet pilote Inter-C prône le dialogue entre PME et bénéficiaires de la protection internationale pour faciliter une intégration durable.

Le Grand-Duché du Luxembourg, qui a accueilli 2.322 réfugiés en 2017 et un millier de personnes durant les sept premiers mois de 2018, s’est donné les moyens d’organiser sa solidarité. Dès 2016, l’Œuvre nationale de secours Grande-Duchesse-Charlotte a mobilisé 12 millions d’euros dans le cadre de l’appel à projets Mateneen, qui a fédéré 67 initiatives associatives portant sur l’accueil, l’intégration et de logement des nouveaux arrivants. Après une longue phase de formalités administratives, les bénéficiaires de la protection internationale (BPI) abordent un marché du travail fortement demandeur de main d’œuvre, mais encore peu préparé à intégrer des personnes déracinées ayant fui les conflits.

Hatim Almshal est Syrien. Il a quitté son pays à l’été 2015 comme beaucoup d’autres migrants cherchant une vie meilleure en Europe. Arrivé au Luxembourg il y a trois ans, il a enchaîné les petits boulots et les activités bénévoles, avant de créer sa propre entreprise en ce début d’année. Lux Jardinier lui permet aujourd’hui de voir l’avenir de manière sereine.

«Aujourd’hui j’ai deux maisons: la Syrie et le Luxembourg.» C’est avec un large sourire qu’Hatim Almshal, 45 ans, évoque son présent au Grand-Duché, où il est arrivé en juillet 2015, en pleine «crise des migrants», comme la communauté internationale nommera cette période de flux migratoires importants.

Touchpoints est une association créée en 2016 en réponse aux nouveaux besoins suscités par l’arrivée des réfugiés syriens et irakiens. Son objectif est de créer des points de rencontre entre ces

nouveaux arrivants et la population du Luxembourg, en particulier sur les questions touchant l’emploi. Au travers de son projet phare Sleeves Up, elle donne aux demandeurs et bénéficiaires de protection internationale la possibilité de s’initier à l’entreprenariat.
